BatchUploader: add option to select upload priority

Description

While uploading either metadata or fulltext using BatchUploader web interface it should be possible to select the priority to be used in Bibsched.

BatchUploader: possibility to select job priority

  • Add job priority option to the interface in metadata and document sections so that cataloguers can submit jobs with normal priority (1) or high priority (5). (closes #582)
  • Add help link close to upload mode.
